SQL Server 2005 has much, much greater capabilities in that regard, and I believe that your programmer will have an easier time accomplishing your project objectives. I encourage you to check out Laurentiu Cristofor's Web log, which includes extensive coverage and many demos of how to use SQL Server 2005's encryption features.
In the meantime, you may still be able to find a solution for SQL Server 2000. Michael Coles recently posted an article on implementation of the Blowfish algorithm in an extended stored procedure for SQL Server 2000 encryption. The article should help you get going now, instead of waiting for SQL Server 2005.
